Julia Mines, executive director of the Portland-based Miracles Club, said her organization received Measure 110 dollars to increase street outreach and transitional housing, including a program for Black women in recovery. The Miracles Club offers peer services and other support to Black people in recovery.

“...others cautioned lawmakers against making minor possession a crime, saying Measure 110 grant money is being used to provide treatment and support those experiencing addiction, particularly people of color. ”

Oregon Black Brown indigenous Advocacy Coalition pushes back against drug recriminalization efforts

Larry Turner, founder and president of the Fresh Out community re-entry program, alluded to the state’s racist, exclusionary history and argued communities of color continue to be barred from making decisions for themselves about their own communities.  Fresh Out has operated with a 98% Success Rate.

“Prior to us receiving access to care funds via ballot Measure 110, we were able to serve maybe only 100 individuals each year,” Turner said. “Since then, and up until this date, we’ve served over 650 African American individuals. Out of those 650 individuals, only four have returned to jail or prison.”

Thanks to ballot measure 110, Fresh Out Community Based Reentry Program provided community outreach lunches, in collaboration with JA'DAS Soulful Eatz. OVER 65 lunches provided to the community. The funding from 110 is allowing us to serve Portland’s most impacted and targeted by systemic racism. Outreach allows us to build relationships to support and encourage those distrustful of traditional failed treatment experiences, have support and turn the tide for those who have disparaged for over 25 years according to the County Health Department social determinants of health!!!
